CENCO Refining Company Public Health Assessment

Timeframe: 2001 to 2004

The CENCO facility was constructed in the 1950s to receive and distribute crude oil from a sea berth offshore from Huntington Beach, California. The facility had been inactive since 1995, and was acquired by CENCO in 1998 from the Golden West Refining Company.

In 2002, the US EPA and the California Department of Public Health engaged IAI research staff to assist in the development and release of a public health assessment (PHA) for the CENCO facility. IAI reviewed existing data, inspected the facility, and met with community leaders to address concerns. IAI concluded that activities at the CENCO site were not expected to produce health effects and did not pose a past, present, or future health hazard to people either on or off the property.
