California Breathing Program Evaluation

Project Timeframe: 2007 to 2015

California Breathing strives to improve the lives of people with asthma in California by leading the implementation of the Strategic Plan for Asthma in California. Housed within the California Department of Public Health (CDPH), the program focuses on increasing the capacity of partners to achieve the goals defined in the Strategic Plan, and developing interventions that improve environmental conditions that cause or exacerbate asthma in the state's most vulnerable populations.

IAI was contracted by CDPH to develop and implement a strategic, multi-year evaluation plan consistent with the Centers for Disease Control and Prevention Framework for Program Evaluation. Our program evaluation responsibilities included: clarifying program objectives and developing a programmatic logic model, engaging and facilitating stakeholder participation in evaluation activities, and developing a five-year evaluation plan. IAI conducted seven individual evaluations utilizing multiple research designs to measure program impacts and processes related to surveillance, partnership, and intervention activities. We also developed and conducted formative evaluation of educational materials, and evaluated numerous school, home, and community interventions.
